Resort coaches and scheduled buses run from New Chitose Airport and Sapporo to Rusutsu. With few or no transfers and no winter driving, this is the low-stress option, and it is what most first-time visitors choose. The trade-off is that you arrive on someone else's timetable and without a car for the rest of your stay - which matters more than people expect once they want groceries or an onsen. Coming by car
Renting at the airport and driving up suits families and groups with a lot of luggage, or anyone who wants to stop along the way. The part people forget: getting around once you are here
Inside the resort, shuttles and walking cover everything. Step outside it and the picture changes: local buses are infrequent, and there are only a handful of taxis in the area - not something to rely on at short notice on a winter evening. So the supermarket run, the trip to a Lake Toya onsen, the half-day look at Niseko all need wheels.
